It has been destroyed." It allows for individual parishes to celebrate the Latin mass without permission from the bishop if there are a stable group of laypeople who wish to attend. There is plenty of additional information available online about Pope Benedict's changes to the restrictions on the Latin mass. I am not sure when this article was published, but Pope Benedict made reduced restrictions on the Latin mass on July 7th 2007.
