Comments on: I recently met someone who attends Latin Masses and believes that they are still allowed. I also heard that Latin Masses were no longer held and that Masses must be said in the language of the people. Who is correct?

Paul VI said on November 19, 1969: "This Rite (New Mass) and its related rubrics are not in themselves a dogmatic definition." Paul VI did not and could not change the Roman Rite of the Mass.
Fr. Joseph Gelineau, SJ, one of the Catholic experts involved in the New Mass formulation, stated: “This needs to be said without ambiguity: the Roman Rite as we knew it no longer exists. It has been destroyed."

St. Pope Pius V said dogmatically and infallibly in Quo Primum that: "It shall be unlawful henceforth and forever throughout the Christian world to sing or to read Masses according to any formula other than this Missal published by us."

I am not sure when this article was published, but Pope Benedict made reduced restrictions on the Latin mass on July 7th 2007. It allows for individual parishes to celebrate the Latin mass without permission from the bishop if there are a stable group of laypeople who wish to attend. There is plenty of additional information available online about Pope Benedict's changes to the restrictions on the Latin mass.
