There is not a focus on giving 10%. There is a focus on recognizing your need to give as a response to your baptismal call. 10% is simply a guideline given to us in various places in the Bible. The Bishops say that giving 10% isn't the important part. Its about giving a just portion to the Lord, whatever that may be. And since you say "many Catholics interpret this to meaning any sort of charitable giving".... well, that's how the Bishops interpret it, too.
